Giving a situation boundaries, giving uncertainty a structure by calling it a problem allows people to then search for a predictable outcome. Humans struggle with uncertainty and the unknown, so maybe this is our response to life itself, which really is unpredictable.

Maybe. Back when I was doing work with on the street drug users, I knew drug use was not a problem. I just haven't had good language for things.
